Eligible local media employers could claim a refundable payroll tax credit (offsetting employer-side payroll taxes) of up to $25,000 per eligible local journalist in the first year.
This dropped to $15,000 per journalist for each of the following four years.
The credit was intended to cover roughly 50% of compensation (up to certain caps) in year one and 30% in later years.
It applied to news organizations, not individual journalists directly (though it benefited them indirectly by subsidizing their employment costs).
