That tree has some major problems, who did the major cut backs on the large limbs? I would consider total removal, it's a mature water oak with major structural issues and will be dropping large limbs out of the canopy in short order.

Yep. Had cedar bees at the cabin. Sawdust is more like a fine powder.

I don't know about all that but that looks like an electrical contractor tree job.
