It looks like College Station is planning to rebuild Rock Prairie from Bird Pond to Fitch with 2 lanes knowing that the plan to build a new public works facility on the old landfill property.

The traffic from the public works and the bus barn may then require the city to re-build the newly constructed road to make it wider.

Why not just build the road wide enough the first time?

The article clearly says that the current design is for 3 lanes plus bike lines, and that the bike lanes can be removed to make it 4 lanes total.
