I'm currently varsity. Trying to renew at premium and add United.
I set it to renew at premium then go to add United and it tells me I will renew at Varsity.

Go to your subscription settings at https://texags.com/account/subscription and select the Texas Aggies United options under Premium...

You then should be able to select any of the United add-on levels...

I go and edit from varsity to Premium but here is the result. Does the level not change until renewal date?

Correct, downgrades don't happen until the end of your current term. There should be a message at the top of that screen telling you you've already selected for it to change to premium at the end of your current subscription. Regardless, you can expand the options under premium and select the premium + United level you desire upon renewal.
