Hal is a loose cannon that says stupid crap all the time and even got himself kidnapped by the Iranians. He went around Kate's back to tell Rayburn about Penn's plan (and "killing" him) because he selfishly wanted Kate to replace her.
Trowbridge is an idiot hothead that gets played by everybody around him. Including when Kate convince him and Rayburn to deescalate with Iran.
Just seems like confirmation bias to me.
Hal is flawed, but I think he is portrayed as intelligent and great at what he does.
Trowbridge is partly what makes the show interesting. Is the show better if he is a woman or acts differently?
I can't see how Penn is portrayed in a good or smart light. Half the time it seems like she doesn't know what is going on unless Kate or Hal is involved. That or what she is doing is bad.
British MI6(?) dude seems like a smart and decent guy.
Probably the two most noble and consistently "good" characters on the show are Stuart and Dennison. But of course they're black so I opened myself up for that one .
