1. That, when the pontiff of this Roman universal church dies, the cardinal bishops, after first conferring together with most diligent consideration, shall afterwards call in to themselves the cardinal clergy; and then the remaining clergy and the people shall approach and consent to the new election.

Does this still happen? After the cardinal bishops confer on the new pope, the rest of the clergy and people come in to give their consent?

Is that consent though? Seems like just a presentation.

One of the main reasons Bernard sided with Innocent II and called Anacletus II the antichrist is because he had the consent of the kings, clergy, and people. Not just the cardinals.

The Kings of Germany, France, England, Scotland, Spain, and Jerusalem, with all the clergy and people, side with and adhere to the Lord Innocent, like sons to a father, like the members to their head, being anxious to preserve the unity of the spirit in the bond of peace.
