And probably will continue if we persist in letting people sit on death row for 20 or 30 years and then don't send very many there to begin with. We quit severely punishing people, like the guy that killed the college kids in Idaho and I suspect you will continue to see that trend continue. They don't fear swiftly being punished for killing other people.
