I know one guy who grew up next to the highest level prison in his state (not Texas). Some of the prisoners would walk over and talk to him and his brothers through the fence.

I grew up a few houses down from that prison and I would often wander around it in the mid to late 90s when I was in elementary school. They used to have "family" day on Sundays and more than once in my young life would just walk in through the front gates and go play on the playground. That was until my parents found out what I was doing.
Also used to explore the old Allen Academy house that burned down in the late 90s or early 2000s and the property around it that shared a fence with the prison. Walking around hunting squirrels with my BB gun right next to the prison gates.
I'd say they are about as minimum security as it gets!
