Who says they can't? If he is shown to conspiring against the United States he is fair game. And I don't know if he's a citizen, but Obama set the precedent for droning Americans.

Venezuela also 'allegedly' gave Venezuelan passports to Syrian, Iranian, Lebanese, & other Arab terrorists that were trained, organized, & funded by Iran, with Venezuela's cooperation obviously, to enter the USA & set up "cells" when Biden left America's border WIDE OPEN without ANY proper vetting; consequently, if ANY of these terrorists commit an act of terror, then it should be considered "State(s) Sponsored Terrorism", which means military retaliation against both Iran & Venezuela would be justified.

At $50M, you could probably find an opportunity to take him alive. I'm sure he travels with a lot of security, but $50M buys a lot of firepower.

Venezuela is strategically more important to the USA than Iran and Iraq combined. Let's see if the opportunity presents itself where direct USA military involvement is needed to resolve the issue.
