In a document viewed by The Wall Street Journal, the administration asked UCLA for $1 billion and to "eliminate identity-based preferences" for hiring, admissions and scholarships. The proposal asks the school to revise its campus-protest policy and prohibit demonstrations that disrupt academic activities.

UCLA would also be required to appoint an administrator to report to a "resolution monitor" who would ensure that the campus followed through on the deal.

The proposal also requests that UCLA conduct a survey to evaluate the campus climate for its students, including those "with shared Jewish ancestry."


This is good. Time to put a nail in the coffin of race-based preferences in higher education.

UCLA is aghast.

"A payment of this scale would completely devastate our country's greatest public university system as well as inflict great harm on our students and all Californians," Milliken said.


We've said it before many times on here but the only way to truly effect change on these universities is to hit them in the pocketbook.

Isn't UCLA in the University of California statewide system? How would such a payment be authorized and by which body? State legislature? Ballot measure?

Pretty sure that would be through their own board. When Oberlin was sued for calling a local bakery racist and encouraging their students to boycott it, I believe their board had to come up with the money when they lost.

Granted, I think they're private. But typically the state doesn't handle Title IX compliance and so forth, the university does.

Here are the UCal system bylaws (specific to your question):

Any authority delegated by the Board may be rescinded by action of the Board. The Regents hereby delegate authority to the President of the University to oversee the operation of the University, in accordance with policies and directives adopted by the Board, and as further specified in Bylaw 30 (President of the University). This delegation is subject to the powers specifically reserved to the Regents in Bylaw 22.2 below (Reserved Powers), in Committee Charters, and in Regents Policies requiring that matters be approved or otherwise acted on by the Board.


The 22.2 provision, applicable to this issue:
