TLC Construction Contract Services is growing rapidly with an active pipeline of utility-scale Solar, BESS, Substation, and Civil Infrastructure projects across the U.S. We are seeking an Assistant Project Manager (APM) to support field and project management operations on a major civil/utility-scale solar project located in San Angelo, TX.
This role is ideal for someone with 2-4 years of APM experience, preferably with a civil construction background, who is looking to grow into a PM role. The APM will work closely with the Project Manager and field leadership to support daily construction activities, subcontractor coordination, project documentation, and schedule/budget tracking.

Key Responsibilities
  • Support the Project Manager with oversight of daily on-site civil construction activities for a utility-scale Solar project.
  • Assist in planning, scheduling, and coordinating civil subcontractors (grading, trenching, roads, underground utilities, foundations, etc.).
  • Help maintain project documentation, including RFIs, change orders, submittals, daily/weekly reports, and meeting minutes.
  • Track progress, quantities, productivity, and site logistics, ensuring alignment between field crews and project plans.
  • Assist with cost tracking, procurement coordination, invoice review, PO management, and budget monitoring.
  • Participate in site meetings with clients, subcontractors, suppliers, and internal field leadership.
  • Support QA/QC, safety documentation, and compliance requirements.
  • Ensure strong communication between field teams, subcontractors, vendors, and TLC leadership.
  • Provide field-based support, walking the site daily to verify progress, troubleshoot issues, and support the Superintendent and PM.
Required Experience
  • 2-4 years experience as an Assistant Project Manager, Field Engineer, or similar role in civil construction.
  • Strong understanding of civil means & methods, preferably including:
    • mass grading
    • trenching
    • underground utilities
    • access roads
    • SWPPP
    • site prep
    • foundations
  • Experience working on projects in the $5M$15M range (solar, BESS, civil, or heavy civil preferred).
  • Ability to support field operations and interact directly with subcontractors.
  • Strong organizational skills with the ability to manage documentation, processes, and reporting.
  • Ability to travel and work on-site in San Angelo, TX for the duration of the project.
Preferred Qualifications
  • Experience with utility-scale Solar, Substation civil, or BESS projects.
  • Proficiency with Procore, Bluebeam, MS Project, Primavera, or similar platforms.
  • Strong written and verbal communication skills.
  • QA/QC familiarity and a safety-focused mindset.
  • Houston-based or willing to travel to Houston periodically for coordination meetings.
