Who in BCS can point me in the right direction to set up a new fly rod?

I have a relative getting one in a few days for a birthday. He is a beginning fly fisherman and this will be his first setup. I am not a fly fisherman and will be no help. I've tried some outdoor stores in the area to no avail.

Xotic is the only place in BCS I'm aware of that might have fly fishing gear. I haven't been in the store.

Your best bet may be a drive down to Houston to Fishing Tackle Unlimited or Gordy and Sons. Gordy won't have much entry level stuff, but it's an awesome store to look around while you drink a free beer.

Otherwise get one of the starter Orvis outfits like the Clearwater or Encounter.

Lots of options but a great and cheap Rod would be the Redington Classic trout fly rod (if this is for trout, ignore if for bass).

Ace Hardware used to have some stuff in the back. Fly fishing club met there a few times I believe.

If OP is looking for gear though, I'd make the drive down to Houston. 90 min and you can have a large selection.

Perhaps clarification on needing to "set it up" ? Do they already have the rod/reel and just looking for help with next steps? Something else?

Ordered a Sage Rod and Redington Run reel that's supposed to have backing on it already. Need someone to show him how to connect the fly line to the backing and get ready to fish.

Watch a YouTube on a Bimini twist. Seriously. It's pretty easy. Tie a Bimini on the end of the backing. If he has a fly line already and it was made in the last 20 years, attach the reel end of the fly line line (running line) to backing using Bimini twist's loop. The fly line will have a welded loop on it. Spool up the fly line. At the fish/water end of the fly line there will be another welded loop. Purchase or make a leader specific to your rod and line setup and fishing application. Connect leader to fly line using loop to loop. At the fly, I prefer a nonslip mono loop for most applications.

And yes, BCS is not a great place to find much competent retail help w fly fishing gear. Living water fly shop in round rock, or FTU or Gordys in Houston. Gordys is the Jerusalem of fly fishing / outdoors stores, and everyone should make a pilgrimage. Monthly if possible.

Harry is a good dude. I took a lesson from him a few years ago before a trip to Belize to chase permit. He's a great instructor.
