I think we can do this with about $100 from lowes. Maybe even cheaper if you have some longer 2x4's to put inside the 4inch pipe. I have used trimmed landscape timbers before, but they were in place and not taken out. Solely for structural integrity and make the PVC rigid.

Rent a small skid steer, take down a small portion of the fence and lift the back end into the water w the bucket or forks…. Simple really, on the farm we use the front end loader of tractors or skid steers to lift all kinds of heavy stuff, taking down 10 feet of fence is cheap compared to trying to do that manually and possibly getting hurt
