This has become in increasing problem. Our city doesn't allow trash cans, so we have to put out trash bags only. At times there are 20-30 vultures tearing up trash bags in the neighborhood.
I have read that they won't mess with white bags or black ones, but these things don't care about color. Also, I've heard spraying ammonia on the bags will help, but not so far.

A few years ago I came home for lunch and there were about 40 of them in my trash. As I drove into the driveway they flew off over my house. When I walked inside I realized they had landed on the backside of my house and it looked like a haunted house. In that short time they had crapped all over the deck and roof. One was tearing up our doormat and others were eating pool noodles and tumping over an outside trash can. I threw a couple rocks that scared them up into the trees, but they didn't leave until I started using a BB gun. Unreal!
