It seems like the work has stopped at the HEB site. I haven't seen any work going on for about a week. No workers on site or machines moving dirt. Wonder why the delay?

I see the comments above about inspections and utility relocates... Both cities are usually pretty quick on inspections, especially on a high profile job. Utility relocates would typically be limited to small areas of the site and not shut the whole job down.
You get in line with the city, big, small same/same they give no priority to one job over another. Utility relocates are at Boonville and Green Valley so a good portion of the property affected, but that shouldn't effect the job much
My suspicion is something along the lines of they had the permit to do the turn lane and ROW work but may not have the building permit.
They may have a site permit only at this point. Very common in construction, the plans are probably in plan review with CoB right now. Since I haven't seen the building and retail shells out for bid yet I would bet there will not be building pad and/or building construction for several months.

Flaming Bird is in San Marcos too. Used to be in Kyle, too, but they took it out a few years ago. I don't know what the original store was--SoFlo Pizza is named for South Flores, the H-E-B that first had in San Antonio.EBrazosAg said:

It was definitely closed but after a successful petition by the residents of Wheeler Ridge it was upgraded and reopened in July 1990.
