The flight radar only shows one plane. I guess they are training on tracking/trailing the other plane.

Pull up ADSBExchange and you will see them buzzing around San Antonio, they are trainers that operate out of the base there.

It is common for groups of military aircraft to only turn on one transponder for the group. You will often see a pair or more of helicopters come through here or stop for lunch at Gate 12 where only one is squawking.
