And Texas has vastly expanded the use of toll roads in the past 20 years. I can't think of a new highway that was built that wasn't a toll road. The woodlands even has a freaking off ramps off the interstate that is a toll.

True, we don't have to. But I will say I think I'll get shoved out of a moving car by my wife if I try to go from Katy to Tomball using the toll-free route again.

Do they still charge the "Rebuild Houston" fee for square foot of impervious area? It was a fee for the City to start paying cash for infrastructure improvements. I remember that turned into a racket as well.

Yes, and there was a big lawsuit over funds being diverted. The City settled with a commitment to fund something like $100 million in extra drainage projects to make up for it.
