If by suitcases of cash you mean a shipping container of gold bars, yes I agree. But it's going to take a big shipping container because NY/NJ already got a big bribe in.
The final is traditionally at the host nations capital city stadium or national stadium. We don't have a national stadium but we do have one in DC that could be used. I'm certain NY/NJ just paid more.
