Your bank can't promise anything on rates on that term. They can control 15 even 20 years but 30s are subject to market. We have plenty of macro numbers pointing to lower rates but those can change in a hurry.

Specifically inflation. I've posted in this thread bond markets hate inflation more than any data set.
