He just felt for it with his foot. Thought he had the out when he touched the base. Those 2 runs won the game.

The problem is that he didn't just feel for it with his foot. It was a bad throw, he caught it, looks at the bag and deliberately steps on the green bag. This is not a new rule. At this point this would be about like not touching 2nd base on a double play attempt and hoping for an old school "neighborhood" call.
