It's equally possible she just rolled up and decided to fill up a jug and doesn't even have a membership, in which case she is definitely stealing (it looks like that food court is weirdly outside). Costco should tell her to leave and have her trespassed if she doesn't. I just don't think its that big of a deal in the long run.

She's getting like $5 of lemonade from Costco who only charges $.79 a drink. The entire food court is a loss leader for them and there can't be more than 20 people a year that do this (given how rare is seems to pop up in social media). Costco probably loses more in a single day from a single store's employee shrinkage than the combined theft of fountain drinks yearly.
I can't imagine truly caring about something like this.
