Not completely accurate. Grusch made two separate IG complaints. One was for reprisals against him as a whistleblower, and that complaint may still be under investigation. The other complaint alleged the existence of a UAP crash retrieval program that is not subject to Congressional oversight. That complaint is the one that the IG said was "credible and urgent." This led to his whistleblower testimony before Congress. The IG did not confirm the existence of the Program however, and this may be what you're remembering.
