Hiding by providing the court it a 5-page update addressing the courts concerns on victim information.

The math of 1% seems to be based on 12k documents produced and the DOJ saying there may be up to 2 million POTENTIALLY responsive documents.

One of the outcomes of The Saint Massie Act is that is broadened the population of areas, departments, cases, etc that the DOJ must sort through, de-duplicate, review for victim information, impact on ongoing investigations, etc. The DOJ update in the article you linked goes through all this.
