Oh yeah, I broke down crying at work as soon as I found out that my cousin was the one that found her. Very serendipitous in a very heartbreaking way.
My cousin is still searching, I'm sure it was really hard for her to not be there with Virginia's family. But she is doing great work out there leading this team on horseback.

I believe someone posted on here that she was recovered/found by a group searching on horseback. This means a little more to me now, knowing that her and her family were into horses. It's little things like this that really get me.
To say her family is into horses would be the understatement of the year! Her grandpa is one of the most interesting people I've ever met. He's also a guy you might see with his spurs on somewhere around town. He, himself, is a force of nature.
The picture of him leading her horse broke me too. I am glad to know the family will have him to lean on. He will lead them thru this time.

In summary,

[li]There is nothing nefarious about removing structures from the 100-year floodplain boundary. This process involves a Licensed Surveyor finding the lowest ground elevation outside each building and comparing that to the BFE. If the ground is higher than the BFE, then the floodplain boundary was drawn incorrectly (FEMA calls this an inadvertent inclusion), and the structure is removed/exempted from the 100-year floodplain.[/li]
