I am about to go through this with some property I am buying. There are some scrap metal dealers that can take cars without titles. They just have to have the right license. I am not sure yet how it works but I have talked with a guy who said he could take them. He even mentioned that I might actually make a little money off of them. I am supposed to get back in touch with him once I own the property. Call the nearest scrap metal dealer and see if he can take them. If they are not licensed to do it, they can probably tell you who in your area is licensed to do so.
If there are scrap guys that can legally scrap scars with no title, I'd love to know the qualifications.
Not saying there's not, but just be curious how the government carved that out.
