The bracket rules are a bit weird. They had them all slotted as 11 seeds so they probably fit them into the brackets based on geography and other factors. They have a formula to make sure each region is competitively balanced. So the region that NC State / Texas feeds into was probably slightly weaker based on their metrics so they put the slightly better teams there for balance.
