So, you see a vehicle with expired (but matching) tags, and you mail them a fine...
If the plates don't match or have been reported stolen, by all means... pull them over.
Laws change, bud. The most notable change was when they wrote them down the first time. Take speeding for example. Do you know how fast the first driver to get a speeding ticket had been traveling? What do you think would happen if you went to 1987 and told a cop you were doing 65 down the highway and you hadn't put a sticker on your plate this year? He would't care much about that open bottle... Heck, how about telling the 1920's that your favorite spirit is Scotch and you're appalled that professional athletes would break the law to get an edge by using a performance enhancing supplement.
