Yep. They have them. As I said above, when I declined my isettle in 2023, when I opted to appeal, HCAD gave me the option to download reports on comparable sales in my area. I was basically able to download reports for every MLS sale in my neighborhood/subdivision over the previous two years.

They do this supposedly to help you form the argument you prepare for the appeal board.

I think they use sales comp numbers - to an extent. In my 'hood, I think they take the price per square foot of the most expensive home that sold (usually one with a pretty elaborate pool and outdoor space, maybe updated with new kitchens and baths, too) and apply that price per square foot to every other house - whether it has a pool or not (houses with pools sell for significantly more in my 'hood).

And then, just for good measure, they might add another 10-20% on top of that. Because they can.

They most certainly don't use averages. When I appealed, I presented a very sound argument to use an average $/sq ft based on several very good comps. The appraiser cherry picked the one that sold for the highest $/sq ft and used that to determine my new value. It was only a few $ per sq ft difference, but that's not the point. When there are multiple comps, they should use an average.

I tried complaining to my local state rep. I got a response that they aren't allowed to have contact with the CAD. Some sort of law/regulation or something.

Don't know if it's true, and I didn't push. Just outsourced my frustration.

Question…do they only look at sold houses when you protest, or can you also point out houses that are sitting on the market at well below what they're saying my appraised and market value are?

In Galveston county:

One rental had the land value go up $47k and improvement value drop $32k.

Very odd

Other rental had land increase $50.5k
Improvement lowered $20k

Also very odd.

They value the $/sq ft land for the whole neighborhood and then each house as a whole individually. So it's not uncommon for them to have to decrease the improvement value to reach the appraised value.

That's because you aren't allowed to protest the land value, only the improvement value. So if they shift the cost it gives you less ammo to protest with since the improvement value is lower. Just another scam in a system full of scamming.

I guess I've just never seen the values do that in the ~10 years I've been following this stuff. I guess it makes sense they have to update the value of the land at some point, just have not seen it personally.

Often it happens when there is a comparable land sale in your neighborhood. Had an empty lot sell in my neighborhood and next tax year they increased land and decreased building.

Isn't land value historically much harder to argue values down on?

Mcgibblets handles these homes for me but I still like to game the arguments internally

Appraisal districts do this to hold value. They know residential is on a set land table and no ARB member or appraiser is going to touch it. They want value to stick, they jack up the land and take some off the improvements.

Now for commercial, you have a better chance of getting land reduced only if you have a closing statement or comm land sales in and around the area are lower. You have to look at the sales map and determine your odds from that.

I've noticed pretty enticing email offers over the past couple of years after submitting my initial protest. Two this morning were a 10% and 8% drop. I took both. Last year, I didn't go to any hearings except 1 because the email offers were so good and not worth continuing onto the informal. I can only guess HCAD doesn't have the staff to handle all the protests?

Invite them in (even though they can't) - if you don't show them, they'll value you as high as physically possible (remodel tag, adding hvac footage, etc), then it's on you to defend why it's otherwise. It's fraudulent imo. I would love the day we would just go to state income tax and escort all these people out of their fancy new govt paid cars.

We pulled an HVAC permit last summer when our 20yo compressor bit the dust. Pulled a roof permit in March to replace due to hurricane damage. I'm sure that's what put us on their radar.

I don't think I've ever had a permit pulled for either of those. Maybe my contractors are just shady

There's not a single thing I can think of that COH doesn't require a permit for. Municipalities say it's for safety reasons. It's for the $$$

There are a lot of things that don't require permits, but yes, a lot of really stupid stuff that does.

Did you know you are required to obtain permits to replace a light switch? So a $1.00, 5-minute repair turns into a $300, 2-3 day job.

Yes. None of the big companies do it. In an older house (like the kind that has an old AC system in it), you wouldnt be even be able to replace your AC without remodeling your whole attic up to code because of space requirements and things in a lot of cases.. If your AC went out in the summer, you'd be ****ed for weeks.

I used the Texags recommended enviromax, now wiseguys, and they pulled permits. Had the process down pretty smoothly, no delay at all.

I have commercial property in Fort Bend County (FBCAD) . Anyone got any helpful hints for me?

We were at $185/sqft last year , and they have jacked us up to $230/sqft this year. The commercial property around me is all coming in between $215 and $225. But everyone in that area is up around 15-17%. Hoping the neighbors also protest.
