The place you're thinking of is Dona Leti's. And their birria tacos are outstanding. Every time I've been there the clientele is pretty normal folks, nothing shady about it. Parking sucks though- don't park at Denny's because they will tow your ass. Used to be a Christian's Tailgate location.

Dona letis is verrry interesting. I drive by it everyday and have to swerve s busted up altima waiting to pull in there.

Dona lena's on 18th is amazing. Sad this happened to them. But sorta like a broken window to a car or getting it stolen, this is a rite of passage for restaurants to get the full Houston experience.
