Inverse square law limits range and effectiveness. You need something really, really high powered or well focused in order to increase the effective range. Think of it like a shotgun. Up close, all of the shot is concentrated and does lots of damage. Further out, the shot is spread out and does less damage, though you have a wider spread and better chance of hitting your target.

An EMP type device would a) fry or at least degrade and interfere with your own stuff unless you focused it into a beam and b) suffer limitations on range as it naturally diffuses with range. While you could hit a bunch of drones at once, you can only do it up close. The easiest counter is to just go over such a weapon, out of its range, and either drop bombs on it or continue to some other target.
