I personally think PebbleTec uses a higher quality stone than NPT (Stonescapes) does and the finish ends up a bit smoother.
Another thing to think about is anyone can buy NPT plaster products from the supply house but you have to be a registered PebbleTec vendor to buy their products from them. This means that they've seen your installs and trust you to sell & install their products to a certain level of competency.

What area do you build pools in?
Gallons doesn't do anything for me unfortunately. I'd need your depth plus perimeter. Over 125 LF perimeter it switches to interior surface area. At least that's how we measure up in DFW.
I'm in west Fort Worth, but we build in Tarrant & Park County. I've done a few further north, west, and south of those areas. Avoid anything east of 360 like the plague if I can help it.
