I grade 60% melody 40% ability to evoke the feels (Canadian and French and British are fantastic at the latter and apparently so is Colombia).
Canada France and Britain all give me goosebumps more than our own, sadly. Ours is above average but "God Bless America" or "America the Beautiful" are way better songs.
The Star Spangled Banner was set to a tune called "To Anacreon in Heaven", which was the anthem of a British drinking society. The musical style was meant to be comedically pompous.
The whole thing is close to over the top at baseline, and if you get a singer who wants to throw in a lot of melismatic runs to show off their voice, it rapidly becomes ridiculous.
I agree with Woody Guthrie that "God Bless America" is schmaltzy; "America the Beautiful" is a good song.
Like I said the other day, La Marseillaise is easily the best national anthem. There's a reason the melody was quoted by the likes of Schumann, Tchaikovsky, and many others.
