Interesting, and less wild than I thought. I thought they had decided JUCO didn't count at all and the players had a "right" to 4 years of getting paid NIL at a four year school. Thanks for the correction.
My understanding that the gist of the change was probably going to end up being that the NCAA had no standing to "start someone's 5 year clock" just because they started juco, so start ncaa, then back to juco, then back to ncaa no change in eligibility because the juco year was after clock started. However, juco years before ever first enrolling in an ncaa program, means eligibility clock starts when first enrolling in an ncaa program and juco years therefore dont count.
The granting of only a one year waiver is just a band aid that avoids all those players filing their own lawsuits until the ncaa appeal of the Pavia ruling gets denied.
If Pavia is not resolved Hill will likely get another waiver next year unless the NCAA actually wins and gets Pavia decision overturned, IMO
