There's a thing called the punch list. It's developed in the weeks and month's following delivery of the final product to the client. After a specified period of time the contractor returns to address those issues.
Do you really think that nobody ever considered that there would be remnant algae in the plumbing?
Do you really think that the expectation was 100% perfect adhesion across the acres of pond surface on material that was applied of the course of weeks across a myriad of weather conditions?

The reflecting pond has looked like total and complete crap for decades. I've been to DC once in 2011 and it looked like crap then. No one had ever either tried to do anything about it or they failed. I've read that bids and estimates to fix it were in the hundreds of millions. The president's solution is multiples and an order of magnitude cheaper. But you'd rather fixate on the bidding process, the color, and an X post showing a piece of failed liner.
So I'll ask again, why is the Lincoln Memorial reflecting pond more important to the media than Somali fraud, Gavin Newsom's fraud in California, 250,000 working class girls raped and covered up in the UK, a domestic terror plot at the White House, shall I go on?
