Yeah. If he actually has to come out of pocket, that's about 10% of his annual income. That ain't nothing.
Raises an interesting question. The players are unionized and there's a process in place to appeal disciplinary rulings. Do the coaches have similar protections? Considering the league has leaked like a sieve for years (wonderlic results, medical info, status and evidence uncovered during supposedly confidential investigations (see Gruden) without really anyone being held to account, if I'm him I'm arguing this is BS.
