Aside from military personnel (MilPers)
and civilian personnel appropriations, it's all contracts. To be more specific, I believe what you migjt be referring to is that >50% of the DoD budget is some variety of service contract are opposed to a materiel procurement contract.
I was told at one point about 5-10 years ago when the DoD raised their "small business participation goals" for contracting to 27%, that when you account for the major weapons systems like F-35s, various missile systems, JDAMs, etc. that were all large business contracts, that there was only about 30% of the contracting budget left across the whole DoD. Which meant that after their goal of 27% small business contracting was met, only 3% of the remaining contracts could go to large businesses.

(And yes, for those wondering, "small businesses" in military contracting are a joke. They are all large businesses hiding behind a JV or some other subcontracting arrangement that uses a shell company pretending to be a small business as a front to satisfy a contract requirement.)
This was one of the techniques they used to drive up the cost of the Superconducting Super Collider 30+ years ago as a pretext for cancelling the project for being too expensive. We were also limited to what we could spend in Texas so there was the added expense of finding small "disadvantaged" female minority owned businesses located anywhere else but local.

I find it interesting that what they used to intentionally inflate the SSCL expenses is the operational standard of the DOD. Just one more way the taxpayers are taking it in the shorts from our own government.

The Treasury Department is planning to furlough a "substantial" level of its workforce in conjunction with Elon Musk's efforts to shrink the size of the federal government, according to a court document.

As part of a complaint in a related case, Trevor Norris, the department's deputy assistant secretary in human resources, indicated that the layoffs will be coming as part of the Department of Government Efficiency's ongoing moves to cut the federal employee rolls.

In a sworn statement, Norris said the Treasury is wrapping up plans to comply with President Donald Trump's executive order backing DOGE's activity. The Treasury currently has more than 100,000 employees.

"These plans will be tailored for each bureau, and in many cases will require separations of substantial numbers of employees through reductions in force (RIFs)," Norris said in an affidavit.

The case involves a complaint by the state of Maryland to get a stay on the layoffs. In recent days, three judges have issued restraining orders putting temporary halts on DOGE's efforts to hit several departments.

The dam on these TROs are starting to crack. The lawfare thread has some interesting reviews. I think appeals courts are starting to worry that SCOTUS will step in. On the flip side, Trump is finding ways to claim he is obeying the TROs without really doing what the judge intended.

On the bold. They need to. They are entering Dredd Scott decision causing disaster territory from not putting a stop to this. The italics is good -- its what the priors always did, and its high time it be simply also done. One thing they had right - why cater to a declared hostile?

That is the beauty of broad sweeping TROs that really aren't specific about what relief they are ordering. Lots of places to find wiggle room to keep doing what you were doing while "complying" with the TRO. Force us to pay on the grants? Fine, we will stop halting the payments, but they still have to go through a lengthy government review process, and everybody knows how slow the government is, right?
