I'm late to the party in learning that Licia Green is Rodney Ellis' wife, and she is the co-founder of a real estate consulting company that received contracts from the Houston Housing Authority - I'm guessing Whitmire screwed with that and spawned some of the little civil war from the Ellis/Hidalgo faction.
