"Junkets" for politicians are usually paid for by somebody else and get disclosed on ethics forms and recorded as campaign contributions. I'm not arguing with you. I'm explaining why she's trying to do this. The vote failed 2 weeks ago and it'll be interesting to see what happens today. She's pissing off her fellow dems and theres a fair chance they will not side with her.
I also agree local officials shouldn't have a need to travel internationally. Then again, that's why they're called junkets.

I just don't understand why the rest of the Harris County Democratic establishment puts up with her. They have a near lock on the local elections by now, so they can run anybody they want and expect to win. I guess she is dumb and gullible and probably easy to manipulate, but antics like this make her a laughing stock nationally, and by extension reflect badly on the rest of the dems around her that continue to put up with it.
