She runs the meetings so poorly they had a vote, don't know who voted for what other than Ramsey was a No. Then she didn't read off the vote tally.

I stopped listening an hour ago but the commissioners are always correcting her. Shes 100% doom and gloom.

This drives home the point Ramsey made earlier that she chose not to participate in engagement. Shes creating a situation by being difficult because she knows she's not going to get her way. Drama Drama Drama.

Note: no foster kids were in attendance and all the others had permission slips.

Picking up where I left off yesterday.

1st. The 1st 3hrs was all public comments. I didn't watch this because its brutal but there's always discussion by commissioners and in this case probably heavily by Lina. Shes delusional to think public comments will sway anyone, too idealistic. But it gives her a moral victory when though the single platform activist groups swamp the process.

Anyway.

In the recording around 5:10ish mark she and Ellis try a round about on early childhood care/education. Iyem 16. Pulling from active ARPA projects to backgill general fund. This was an ARPA program which had a definitive federal funding, it ran out as per plan, and they're trying to salvage it. Failed 3-2. There isn't enough tax revenue to support ARPA programs.

At 5:18 they are discussing motions regarding offets, reducing specific departments to backfill others. Also know as balancing but what Lina repeatedly refers to as Robbing Peter to pay Paul.

1. Pull from County Engineer, $3M offset, passes 3-2
Dr. RHAMAN, not sure how it'll impact their services. Lina pushing him for specifics. He replies landscaping, janitorial, deferred maintenance for roofs

2. Pull from $4.5M (of $200M) expenses to fund 2417 ?? Passes 5-0
A new resource that wasn't on the Auditor's list. Briones is really agitated with Lina, because keeps adding commentary and disparaging her fellow officials.

3. Pull from $2M from Universal Services (IT), Passes 3-2
Reducing responding time to respond to issues. Reducing investments in AI. And she says, Reducing it efforts to support pay raises for their re-elections.

4. Pull from 813k in ARPA reallocation, as suggested by steering committee. Item #16, Passes 3-2

5:30ish mark Ramsey has the floor and is ripping all the Ds for reckless spending on new programs without identifying a funding source. My comment, most of these social programs were ARPA backed which means they would always be unsustainable.

1. Reduce the $50M pay equity fund by $10M to $40M which is what they spent last year. No Second: No vote

Ellis regrets giving raises to department heads first while ignoring the lowest paid. Makes argument to not cut the fund. When the oay equity study comes back, they expect the recommendation will be an additional $100M.

2. Reduce temp staffing which is currently at $50M. No second: No vote
Pay for the employee and pay the firm a profit on that employee. Highly inefficient. Reduce it by $5M to $45M

3. Freeze on new software purchases. ?
Its not coordinated as to who's buying what. $60M on licenses. Reduce by 10%.

4. Eliminate usage out of state consultants. $40M and Reduce by 10%. ?

In general, truly amazing. They have a MASSIVE budget shortfall, but they don't want to actually make the hard decisions and cut bloated or unneeded services.

I got distracted and not sure what happened to Ramsey 3&4 proposal and the tools to view the vid are pretty crude.

6 hr mark Lina makes a motion to get rid of all 1x funding moves to "patch" the budget for 2025. Arguments if her motion is even legal. Delay law enforcement raises until 2027 and put it before the voters in 2026. Something about early childcare, to go to voters as well. This is her 3rd or 4th attempt to derail safety raises and push through her babysitting agenda.

Mostly its just on in the background. You can also use the transcript to find specific items and when you click the text it advances the video to the spot.

I didn't listen to public testimony, I usually skip all that, as well as all the proclamations. Its all fluff. Its way easier the day after to jump around to the hot spots and I generally try to focus on what Ramsey says, he talks more on the hot topics. If he knows he doesn't have the votes he'll say "let's just vote".

Once you know how to navigate and read the agenda its much easier to narrow down. 90%+ of the agenda is an auto vote because its day to day business.

I also listen at 1.5x speed for the most part. Once you cut out the fluff and garbage there's usually not much to these meetings. I always look to see what each Pct wants to talk about, executive session and emergency supplemental agenda as well as budget.

Almost all of the other department agendas can be ignored unless its topical like Flood Control. On a meeting day i wont even turn it on until 2 and just have it going for 2-3hrs. Plus a quick search to see if anything made the news.

I used to listen but I can't stand it anymore. Its only interesting if she gets worked up about something but all the speakers are just distracting. I know others who listen and sometimes they'll tell me to check something out with a time stamp reference.
