They have a near lock on the local elections by now, so they can run anybody they want and expect to win. Remember, the Ds didn't expect to win and didn't really run anyone. She just filled in the paperwork and in a fluke, won. She had no campaign.

Her routine of storming out of publicly televised meetings when she doesn't get what she wants is incredibly unprofessional and ought to be disqualifying for her to continue on in the job. But Harris County voters will go back to the polls again and pull the straight D ticket next time without fail.
