The difference between "not cooperate with" and "intervene and interfere" seems like it would be enough to cross the threshold of encouraging criminal interference with a federal agent exercising their duties.

The protests have been basically under control with local authorities doing a good job detaining the people getting out of line. There are almost zero injuries and no deaths.
