I would bet it's more than one factor. Probably a mix of difficulty collecting insurance or not enough insurance to achieve replacement cost along with the landlord not willing to contribute what's needed or looking to a higher return use going forward.

As I understand it that landlord is well capitalized so I'm not thinking it's the ability to do it but more the will to do it.

Also, sometimes, business owners decide it's time to move on as they simply don't have the same interest they previously did.

This is of course speculation.
